Describes the process by which a local universe comes into being — from the arrival of a Creator Son, to the establishment of headquarters, to the long evolutionary process of creating and nurturing inhabited worlds.

A local universe does not spring into being complete. It grows. The Creator Son arrives at an assigned space domain, and over immense spans of time — working with the Creative Spirit — calls forth life, nurtures evolution, and participates in the slow ascent of consciousness on millions of worlds. Creation is not an event. It is an ongoing act of love expressed across eternity.
